Why concerns about assessment conditions in Astana became formal complaints

Disability assessment takes energy even under reasonable conditions. Uncomfortable seating, cleanliness concerns and difficulty moving around a building add to the strain of waiting and examinations. After experiencing these problems in Astana, Zhan Botanov set them out in written complaints.

How the complaints began

On 26 April 2025, a complaint was prepared for the sanitary and epidemiological control authority concerning the medical and social assessment office at 18 Kravtsova Street. It described observations during visits: the condition of the premises and toilets, drinking water arrangements and damaged seats in the waiting area.

The issue was personal. In the complaint, Zhan Botanov reported injuring his hand on a protruding part of a seat. Photographs and video supported the observations, rather than a general statement that conditions were poor.

What action was requested?

The requests were specific: inspect the premises, assess the circumstances described, remedy confirmed violations and report the measures taken. A separate fire safety complaint was dated 29 April 2025.

Appeals to the akim and a representative dealing with the rights of socially vulnerable people raised a wider concern. A person with a disability needs clear wayfinding, safe movement through the building and respectful treatment during assessment.

A complaint is distinct from an inspection finding

A complaint records the applicant’s observations, concerns and requests. A confirmed violation requires separate evidence, such as an inspection report, an administrative protocol or a reply from the competent authority.

There is such a document concerning fire safety. A protocol dated 10 June 2025 states that the complaint was partly substantiated and describes two specific violations. The separate article on the safety of the assessment building covers those findings.

Keeping the process clear

The working sequence is straightforward: the date of the visit, the obstacle, the complaint, the response and the next question. Keeping these together shows where progress has been made and where correspondence remains ongoing.
