A reply letter is only part of a disability assessment appeal. The important questions are whether the arguments have been examined and what happens next. On 9 September 2025, Zhan Botanov received a response from the Ministry of Labour and Social Protection concerning an appeal forwarded by the Prosecutor General’s Office.
What was disputed?
The dispute concerned the medical and social assessment conclusion and the procedure for considering the complaint. The Ministry stated its position that the decision was justified and described a review by an expanded panel on 4 August 2025. Zhan Botanov disagreed with that assessment and continued asking about the records and procedure.
As a person living with a disability, he knows the burden of repeated examinations and having to prove limitations that have not disappeared. That experience was one reason for creating Invalides.kz.
Which questions required further checks?
The Ministry’s letter stated that explanations from specialists and the meeting’s audiovisual recording had been requested concerning discrepancies in dates and signatures in an appendix to the assessment act of 4 August. A further response on the results was promised.
The letter also referred to forwarding materials concerning an official’s responsibility and re-examining the justification for disability determinations for adults with type 1 diabetes in Astana during the period specified in the response.
Why this is not described as a final victory
Requesting explanations is an important step, but it is not the outcome of an investigation. This letter does not overturn the disability group decision or establish forgery or the guilt of any individual.
The work continues until there is a clear substantive answer. Keeping the documents, comparing dates and identifying unresolved questions helps maintain that distinction.
