Safety at the Astana assessment office: complaints, inspection and repairs

Protecting rights involves more than conclusions and certificates. People should be able to attend disability assessment in a safe environment. In 2025, Zhan Botanov therefore raised concerns about the assessment office at 18 Kravtsova Street in Astana.

Why submit complaints?

Having gone through the assessment system himself, Zhan Botanov knows how much energy it demands. Problems in the building add to the burden of examinations and waiting. He documented what he observed and submitted appeals seeking an inspection and a specific response.

What did the inspection establish?

According to protocol No. 257121090000173 dated 10 June 2025, an unscheduled inspection took place on 10 June. It was authorised by inspection appointment act No. 192 dated 4 June 2025. The protocol states that the complaint was partly substantiated: wiring with insulation that had lost its protective properties was found in room 105, and an electric kettle without a special stand was found in the administrative office. A protocol was drawn up under Article 410(1) of the Code of Administrative Offences. The authority’s reply also refers to an order to remedy the violations.

The payment slip attached to the protocol lists a reduced-procedure fine of KZT 29,490. This is the amount payable according to the document; it does not establish that payment was actually made.

These findings go beyond the applicant’s observations: they appear in an official response. Moving from a complaint to an inspection and recorded requirements is a meaningful step.

What happened later?

In September 2025, Zhan Botanov continued reporting on inspections in his Telegram channel. The June inspection described in the official reply and the September publication are separate events.

In January 2026, he showed changes following repairs. Visible improvements matter, although they do not, by themselves, establish that every previously identified violation has been remedied.
