Disability benefits in Kazakhstan in 2026 depend on both the disability group and the officially recorded cause. For disability caused by a general illness, the monthly state benefit is KZT 111,873 for Group I, KZT 89,498 for Group II and KZT 61,022 for Group III. Different rates apply to people with disabilities since childhood, children and certain special categories. Comparing bank payments by group number alone can therefore be misleading.
Zhan Botanov, a lawyer who has lived with a disability since childhood, explains how to check your payment, apply for the benefit and respond to a delay or refusal. This guide reflects information checked on 7 October 2026. It concerns Kazakhstan. Unless stated otherwise, all amounts are monthly and expressed in tenge.
What types of disability-related payments are available?
People sometimes call all support a “disability pension”. When contacting a public authority, it is better to use the exact name of the payment. Its eligibility rules and calculation depend on that distinction.
- The state social disability benefit is funded from the budget. The main factors are the disability group, the recorded cause and the statutory subsistence minimum.
- The State Social Insurance Fund payment for loss of capacity for work depends on participation in the compulsory social insurance system. It is calculated individually.
- A care allowance may be awarded, subject to separate conditions, to a person caring for someone with a Group I disability, or to a parent or another person specified by law who is raising a child with a disability.
- Local social assistance depends on regional rules. It does not replace the regular state disability benefit.
Receiving one payment does not automatically establish eligibility for another. A Fund payment requires checking the insurance conditions, while local assistance depends on the maslikhat’s decision and the recipient’s category. The Ministry of Labour and Social Protection explains this system of support.
Group I, II and III disability benefit rates in 2026
The 2026 subsistence minimum used to calculate basic social payments is KZT 50,851. State benefit rates are set out in Article 177 of the Social Code. The table covers the main categories. It does not cover every special basis, such as certain military-service or radiation-related cases.

Children with disabilities under seven receive KZT 81,871 per month. For this age category, the benefit is not divided into Groups I, II and III. When a child reaches the relevant age threshold, check the basis of the award against the updated medical and social assessment records.
For general illness, the multipliers are 2.20 times the subsistence minimum for Group I, 1.76 for Group II and 1.20 for Group III. For disability since childhood, Groups II and III use 1.83 and 1.61 respectively. This is why a Group III recipient with a general-illness classification can receive a different amount from a Group III recipient whose disability is recorded as existing since childhood.
⚠️ Do not confuse the subsistence minimum with the monthly calculation index (MCI). The state disability benefit uses the subsistence minimum. The MCI is used for other calculations, including some local payments.
How to check whether your benefit has been calculated correctly
Start with three documents rather than a comparison with neighbours: your disability record, the benefit award notification and your bank statement. Check the group, cause, period of recognition and date from which payment was awarded. On the bank statement, check the sender and payment description.
If a person with Group II disability since childhood receives an amount associated with Group II general illness, they should request a written explanation. The discrepancy alone does not prove why it happened: the payment might cover a partial period, include a recalculation or relate to a different form of assistance. Ask for the category, multiplier and period used.
For example, the Group III general-illness rate is KZT 61,022, while the Group III rate for disability since childhood is KZT 81,871. The difference is KZT 20,849. This compares statutory rates; it is not a promise of an additional payment to every Group III recipient. The “since childhood” classification must be officially established.
Children’s benefits and care allowances
A child’s disability benefit and the allowance paid to the person raising that child are separate awards. In 2026, the allowance for a person raising a child with a disability is KZT 81,871. The same amount is provided for a person caring for someone with a Group I disability, subject to the applicable conditions.
This should not be treated as an automatic supplement to every Group I benefit. It has a separate recipient and its own eligibility rules. Families should check both decisions: the award to the person with a disability and the care allowance. If only one has been arranged, ask whether the other can be awarded through the relevant public service.
Before a child moves into the adult category, find out which records will be updated and whether a new application is required. Check the disability recognition period, the recipient’s account details and the future basis for any care allowance. It is better to clarify the transition before the first missed payment.
How to apply: a step-by-step guide
- Check that disability has been formally established. A diagnosis and a disability group are not the same thing. The benefit requires records confirming recognition under the applicable procedure.
- Choose an application route. Available routes include the Government for Citizens State Corporation, eGov and proactive processing where the relevant offer is made.
- Check your personal and account details. Enter the correct IBAN. A bank card number is not the same as an account number.
- Submit the application or confirm consent. Under the proactive service, consent and account information are provided through the method offered by the system.
- Keep the acknowledgement. The registration number and date will help you track the application.
- Obtain the decision. Check your personal account and result notifications. Submitting an application does not itself mean payment has been awarded.
The eGov service page lists a processing period of seven working days. A five-working-day extension is provided for notification concerning additional documents. Requesting information about an existing award and processing an application are different services: a short information-response time does not mean money will be credited immediately.
Which documents will you need?
Use the current checklist for the service you choose. The main information concerns the applicant’s identity, established disability and bank account. Public authorities obtain much of this from information systems. Additional evidence may be required for a representative, guardian or special cause of disability.
Prepare your identity document, account details and the medical and social assessment documents you already hold. If a representative applies, check their authority document. Do not start collecting every medical record again merely to arrange payment: first establish exactly which information is missing from the system. If an additional document is requested, ask for its name and the reason it is required.
When does entitlement start, and when will the money arrive?
Under Article 175 of the Social Code, the state benefit is awarded from the date disability was established, but for no more than three months before the application or consent to the proactive service. It is therefore unwise to postpone the application indefinitely.
The date entitlement arises, the decision date and the date money reaches the account may differ. A single bank transaction does not always reveal which period it covers. For a first payment or recalculation, request a breakdown by period. Do not rely on chat messages promising the same transfer date for everyone: clarify your award with the authority processing the benefit and the actual credit with your bank.
Can you work and still receive the benefit?
Yes. The state social disability benefit is paid in full to employed recipients. This is expressly provided by Article 177(7) of the Social Code. Starting a job does not automatically cancel this benefit.
Other support programmes may have their own criteria, including household income. Do not assume the same rule applies to targeted social assistance or every local programme. If someone says that working will cancel “all payments”, ask them to identify the particular payment and the legal provision.
What additional payment may be available from the Fund?
If social contributions were paid for a person and the relevant degree of loss of general capacity for work has been established, they may qualify for a separate payment from the State Social Insurance Fund. This is not a single fixed amount for everyone in the same disability group.
The Fund considers the income on which contributions were paid, the participation period and the assessed degree of loss of capacity for work. Its published formula uses average monthly income over the calculation period and the applicable coefficients. See the Fund’s explanation of payments for loss of capacity for work. To check your own amount, request an individual calculation: salary or group number alone is insufficient.
Why has a payment not arrived, or why is it lower?
First distinguish a bank delay from an administrative decision about the benefit. Check that the account is active, that there is an award decision, that disability recognition has not expired and whether the assessment records have changed. Keep the bank statement for the relevant month. A screenshot of your card balance does not show the payment history.
Missing a reassessment can lead to suspension. Article 178 of the Social Code provides rules on resumption, including conditions relating to the reason for missing reassessment and recognition of disability for the relevant period. Do not assume payment will automatically cover the entire gap: establish which rule applies to your circumstances first.
Your initial enquiry should ask clear questions: has payment been awarded, for which period, in what amount, has it been sent for transfer and is there a suspension decision? If the issue stems from medical and social assessment, request that decision separately. A dispute about the disability group and a technical payment problem require different action.
What to write after a refusal or a disputed calculation
Ask for a reasoned written decision. An oral statement that “you do not qualify” does not let you check the calculation or legal basis. You can contact the competent public authority through eOtinish, quoting your earlier application number and attaching relevant documents.
Please provide a breakdown of my state social disability benefit, including the category and multiplier applied, the calculation period and the amount awarded. This is a sample request for information, not a universal appeal against any decision. An appeal needs to identify the act being challenged, when it was received, the rights affected and the remedy requested. Attach the award or refusal notification, assessment documents, bank statement and earlier replies. Check the appeal deadline for the particular type of decision and do not delay seeking advice.
Is everyone entitled to an extra KZT 21,625?
