Lists of “all available benefits” often mix cash payments, medical recommendations and local assistance. As someone who has lived with a disability since childhood, Zhan Botanov recommends starting with one practical question: which support applies to you, and which document establishes it?
Disability benefits in 2026
From 1 January 2026, monthly state social disability benefits for disability caused by general illness are Group I: KZT 111,873; Group II: KZT 89,498; Group III: KZT 61,022. These amounts appear in the official explanation of increased payments.
The cause of disability matters. Disability since childhood, certain service-related circumstances and other statutory categories have different coefficients. Comparing two payments solely by group number can therefore be misleading. Article 177 of the Social Code sets out different categories. The state benefit is paid in full to employed recipients: employment alone does not cancel it.
How guarantees differ by group
- Group I. Subject to the conditions, a benefit may be available to the person providing care. An individual assistant is a separate measure based on assessed need and the individual programme.
- Groups I and II. Employees have a working week of no more than 36 hours and at least six additional calendar days of paid leave under Articles 69 and 89 of the Labour Code.
- Group III. Statutory social support and rehabilitation remain relevant, but provisions specifically granting shorter hours and additional leave to Groups I–II should not automatically be applied to Group III. An employment or collective agreement may provide additional guarantees.
Rehabilitation depends on the individual programme
Wheelchairs, prostheses, hearing aids, sanatorium treatment and other services are not assigned as an identical package to everyone. Check the measures, duration and indications in the individual habilitation and rehabilitation programme. The Social Services Portal implements prescribed measures under the applicable procedure. A product appearing in its catalogue does not mean every visitor can obtain it at public expense.
Keep the disability certificate and programme together. If a needed aid is absent from the programme, first raise that issue with the doctor and assessment body. If an included aid is not supplied, the issue concerns implementation of the prescribed measure.
Transport, taxes, housing and local assistance
Free transport and one-off assistance may depend on the relevant local representative council’s decision, residence and recipient category. Tax exemptions depend on the tax, the asset and the conditions of the current rule. Disability does not mean exemption from every tax. Eligibility for housing support does not promise an immediate free apartment.
For a precise answer, send the responsible authority a short request stating the group, cause of disability, locality and support measure. Ask for the applicable legal act, eligibility conditions and application route. For tax questions, include the asset and assessment period.
Keep track of your support
Make a four-part checklist: payments, medical care, rehabilitation and local benefits. Mark each item as awarded, application needed or refused. Keep calculations, applications and responses so the discussion can focus on the actual issue.
