Running a business can offer a person with a disability greater independence, a suitable schedule and an accessible workplace. A grant application needs to show how an idea will become a viable business. As an entrepreneur and lawyer, Zhan Botanov recommends preparing for that practical discussion.
Which grant was announced for 2026?
The Labour Ministry’s announcement for the first 2026 application round states an amount of 400 monthly calculation indices (MRP), or KZT 1,730,000. The grant is a one-time, non-repayable award made competitively. Eligible applicants include registered unemployed people or individual entrepreneurs registered for no more than one year who belong to the specified social categories, including persons with disabilities.
A Bastau Business certificate obtained within the three years before application is required. Applications and business plans are submitted through Business.enbek.kz and signed electronically. The first round ran from 24 June to 8 July 2026. Those dates have passed: check the current window and regional conditions separately.
Check eligibility first
Before buying equipment or paying a consultant, check employment status, the business registration date, evidence of the relevant social category and certificate validity. Ask the career centre how your information appears in the system. Do not close an existing business just to pursue a possible application without clarifying the rules.
A disability group does not replace the other conditions or guarantee selection. The grant is not secured until the relevant decision and obligations are formalised. An intermediary’s promise of guaranteed approval is not evidence.
What belongs in a good business plan?
Start with the customer. Who will pay, why will they choose you and how many orders can you actually complete each week? Calculate materials, rent, delivery, fees and other costs per order. Separate start-up purchases from ongoing expenditure.
- Describe the product plainly and identify the audience.
- Support equipment prices with supplier quotations.
- Calculate revenue under normal and weak demand.
- Explain the location and how the workplace will be accessible.
- Show relevant skills through a portfolio, training, samples or initial arrangements.
For a small workshop, credible unit costs, production times and customer channels are more useful than promises of dozens of immediate jobs. This illustrates a planning approach, not automatic approval of that type of project.
What can the money fund?
The announcement provides for targeted spending on inventory, tools, equipment, specified agricultural assets and rental of necessary premises. The grant cannot fund consumer purchases, loan repayments, housing, land, currency, securities or digital assets. Check the exact budget against the competition rules and contract.
Non-repayable does not mean unaccountable. Before signing, read which documents prove expenditure, the deadlines and the consequences of breaching conditions. Check the process for changing the budget before replacing an approved purchase. Keep invoices, contracts, receipts and acceptance documents.
Preparing for presentation and refusal
Practise explaining the project in three minutes. Prepare answers about customers, pricing, competitors and risks. If an accessible participation format is needed, inform the organiser in writing in advance.
If refused, request the result and assessment grounds. This helps distinguish weaknesses in the plan from procedural problems. A low score alone does not prove discrimination, but a specific procedural breach merits examination.
